    The Clinton administration says it plans to support the United Nations programme which allows Iraq to sell oil in return for food, despite objections raised by Congress.

    Energy Secretary Bill Richardson and Under-Secretary of State Thomas Pickering told a Senate hearing that the “oil for food” program is important for humanitarian reasons, and is the best means available for reining-in Saddam Hussein.

    Senators oppose letting Saddam continue with oil sales, arguing that the arrangement has led to a drop in world oil prices and has prolonged the Iraqi President’s rule.

    Two Senate panels assembled on Wednesday to take issue with President Bill Clinton’s plan to allow Iraq to continue to sell oil.

    Both Democrats and Republicans appear opposed to Saddam Hussein’s oil sales, arguing that the U-N oil for food programme provides him with funds to bolster his regime.

    Senators claim that Iraq’s presence on the world oil market has led to a drop in crude oil prices.

    And they were also concerned at the apparent contradiction in the U-S policy towards Baghdad which bombs oil facilities and then sends aid to help increase oil production.

    “On the one hand, we are enhancing his power by allowing him to feed his way along, export his oil, rebuild his infrastructure, to play with world oil prices and on the other hand he refuses to allow us our inspections of his poison gas facilities.”

    Energy Secretary Bill Richardson spent much of the day defending the oil-for food programme.

    He said that Iraqi oil production was too insignificant to have a serious effect on the world market, mainly because Iraq’s infrastructure is not viable.

    “But to say that Iraq is a major player, it’s not the swing producer. Saudi Arabia is the swing producer. There is no way that Iraq and the oil-for-food program are making Iraq the swing producer. This applies to countries that have excess oil capacity that they can use to impact world oil markets. Only one country – Saudi Arabia – does that.”

    Richardson did find support from Thomas Pickering, the U-S Under Secretary of State, who believes the “oil-for-food” program is an essential part of the U-S containment policy of Iraq.

    “Although the oil-for-food program isn’t perfect, it is essential to our policy of containing Saddam until there is a new government in Baghdad. Without it, sanctions would be much more difficult to sustain; Saddam Hussein would once again have control over tens of billions of dollars a year to spend on weapons of mass destruction.”

    Other senators took a different tack, and expressed worries that Saddam Hussein will use the money earned from the oil-for-food programme to build weapons of mass destruction.

    But Richardson says the scheme is tightly controlled and designed to prevent Saddam from diverting the money away from its intended destination.

    “Saddam Hussein does not like this program, because what we are doing is feeding his people against his will because he wants to use all revenues to increase his weapons of mass destruction, his military capability. Secondly, the oil-for-food program is a very tightly controlled program. The United Nations is able to control how this money is spent. It’s not as if he is enriching himself.”

    The oil-for-food program comes up for U-N Security Council review in May.
